Description of work: The City of Spartanburg has asked the Campaign to assess the systems in place, and suggest policy strategies, practices and financing options for the city to acquire more property more quickly. The Campaign will provide the City of Spartanburg with an in-depth assessment of its land acquisition, management, and disposition policies and practices beginning Spring 2006.
